What it is
A kid on the corner who whistles when the blue lights show up. A lookout puts new crime heat on a lower rate for a while.

Street tab. From rank Soldier.
How it works
The price starts at $280 and rises with your rank.
He stays for 45 minutes. While he's posted, you only get 40% of the heat you'd normally get.
Costs, returns and limits
You pay with street cash. The damping only applies to heat you build after that.
